Policy objectives

This section of the toolkit provides a suite of possible policy objectives which you may want to consider in developing your response to the Climate Change Supplement to PPS1 (the Climate Change PPS).

The Climate Change PPS sets out that, in order to provide a full and appropriate response to climate change, planning authorities should develop spatial strategy that:

• makes a full contribution to delivering the Government’s Climate Change Programme and energy policies, and in doing so contributes to global sustainability;
• in providing for the homes, jobs, services and infrastructure needed by communities, secures the highest viable resource and energy efficiency and reduction in emissions;
• delivers patterns of urban growth and sustainable rural developments that help secure the fullest possible use of sustainable transport and which, overall, reduces the need to travel, especially by car;
• secures new development and shapes places that minimise vulnerability and provide resilience to climate change - and in ways that are consistent with social cohesion and inclusion;
• conserves and enhances biodiversity;
• reflects the development needs and interests of communities and enables them to contribute effectively to tackling climate change; and
• responds to the concerns of business and encourages competitiveness and technological innovation.

In this section you’ll find details of a suite of suggested policy objectives and details of various elements of the evidence base required to support each. The route to developing any particular objective has been split into a series of tasks and the following details are provided for each;

• A description of the task
• An extract from the policy objective map showing where the task sits in the wider context
• The level of technical complexity and resource allocation required by the task
• Links to resources related to the task
• Where appropriate, a model consultants brief module for the task

For each objective a process map has been created which highlights a number of key features of the process of creating the required evidence base. The map illustrates the processes involved in all of the objectives meaning that tasks which are common to more than one evidence base can be clearer identified so that the work of producing the evidence base can be as efficient as possible.
